Bill Detail
An Act to amend the Corrections and Conditional Release Act (maximum security offenders)
This enactment amends the Corrections and Conditional Release Act to require that inmates who have been found to be dangerous offenders or convicted of more than one first degree murder be assigned a security classification of maximum and confined in a maximum security penitentiary or area in a penitentiary.
Bill C-351 aimed to change the Corrections and Conditional Release Act. It proposed that inmates classified as dangerous offenders or convicted of more than one first-degree murder must be placed in maximum security. This means they would be confined to a maximum-security penitentiary or a designated maximum-security area within a facility.
The bill also stated that offenders classified as maximum security would not be eligible for unescorted temporary absences from prison. The stated intention was to align with the spirit of the Canadian Victims Bill of Rights by ensuring the secure confinement of high-risk individuals.
