Bill Detail
An Act to amend the Criminal Code (coercive control of intimate partner)
This enactment amends the Criminal Code to create an offence of engaging in controlling or coercive conduct that has a significant impact on the person towards whom the conduct is directed, including a fear of violence, a decline in their physical or mental health or a substantial adverse effect on their day-to-day activities.
Bill C-332 creates a new criminal offense called 'coercive control of an intimate partner'. This law targets patterns of behaviour where someone tries to control their partner through threats, violence, or other means that make the partner fear for their safety or the safety of others. This includes controlling their actions, finances, or even their access to healthcare or social interactions.
The bill aims to protect individuals in intimate relationships from this form of abuse, which can be psychological as well as physical. It broadens the understanding of abuse beyond immediate violence to include a sustained pattern of control that undermines a person's autonomy and safety. It also includes measures to prevent accused individuals from cross-examining their victims directly in court.
