Bill Detail
An Act to amend the Criminal Code (neglect of vulnerable adults)
This enactment amends the Income Tax Act in order to provide a tax credit to certain recent graduates who work in a designated region.
Bill C-295 aims to create a new criminal offence specifically for long-term care facilities, their owners, and managers who fail to provide essential necessities of life to residents. This means if a facility neglects residents' basic needs like food, shelter, or care, and it endangers their life or permanently harms their health, the facility's owners and managers can face criminal charges.
Beyond criminal charges, the bill allows courts to prohibit convicted owners or managers from working with or volunteering in positions of trust or authority over vulnerable adults in the future. It also adds the failure of an organization to provide for vulnerable adults as an aggravating factor during sentencing, meaning it could lead to harsher penalties. This bill primarily affects residents of long-term care facilities, their families, and the operators and staff of these facilities.
