This enactment amends the Canada Post Corporation Act to

provide that the Corporation must not refuse to provide a postal service within Canada for the interprovincial collection, transmission and delivery โ€” direct to consumers โ€” of beer, wine or spirits;

give the Corporation the sole and exclusive privilege, within Canada, of collecting, transmitting and delivering interprovincially โ€” direct to consumers โ€” beer, wine or spirits;

create an exception to this privilege for trusted carriers;

authorize the Governor in Council to make regulations respecting trusted carriers; and

provide for publication requirements.

✦ AI Summary

This bill, if passed, would give Canada Post the exclusive right to deliver alcohol (beer, wine, spirits) between provinces directly to consumers. It would also require Canada Post to provide this service and not refuse it. There would be an exception for "trusted carriers," who would be authorized by the government to also deliver alcohol interprovincially.
