Bill Detail
An Act to establish a national strategy respecting flood and drought forecasting
This enactment provides for the development of a national strategy to provide key stakeholders with the information they need to forecast floods and droughts.
Bill C-241 aims to create a national strategy for forecasting floods and droughts across Canada. Given that extreme weather events related to climate change are increasing flood and drought damages, this bill seeks to coordinate forecasting efforts which are currently managed separately by provinces. It proposes federal collaboration with provincial governments, Indigenous communities, universities, and industry to develop advanced forecasting models and technologies.
The strategy will assess the need for national coordination, investment in new technologies, and the development of sophisticated modeling. It will also explore opportunities for national forecasting to better serve provinces, municipalities, industries (like farming and insurance), and Indigenous communities. The bill requires the Minister of the Environment to develop this strategy, consult widely, and report back to Parliament on its implementation and effectiveness.
