Bill Detail
An Act to amend the Department of Foreign Affairs, Trade and Development Act (prior review of treaties by Parliament)
This enactment amends the Department of Foreign Affairs, Trade and Development Act to add certain requirements for the tabling in Parliament of documents relating to treaties entered into by the Minister of Foreign Affairs on behalf of Canada.
Bill C-228 aimed to give Parliament more say in international agreements. It proposed that before the government could ratify or modify treaties, specific documents and explanations about the treaty would have to be tabled in the House of Commons. These documents would detail the treaty's content, Canada's obligations, financial implications, and any necessary legislative changes.
This bill would have primarily affected the Minister of Foreign Affairs and the Department of Foreign Affairs, Trade and Development, by adding new procedural requirements for treaty-making. It would also have impacted Parliament, particularly through committee reviews of major treaties, to ensure greater scrutiny before Canada enters into international commitments.
