An Act to develop a national framework for a guaranteed livable basic income
This enactment requires the Minister of Finance to develop a national framework to provide all persons over the age of 17 in Canada with access to a guaranteed livable basic income. It also provides for reporting requirements with respect to the framework.
This bill, titled the National Framework for a Guaranteed Livable Basic Income Act, proposes the development of a national framework to provide all individuals over 17 in Canada with a guaranteed livable basic income. The Minister of Finance is tasked with creating this framework, which must consider regional living costs, national standards for support services, and ensure that participation in work or education isn't a requirement for receiving the income. It also aims to ensure that this basic income doesn't reduce existing benefits for exceptional health or disability needs.
The framework is intended to help reduce poverty, improve income equality, health, education, and housing security, while supporting care work and those in precarious employment. The development process involves extensive consultations with various levels of government, Indigenous groups, and experts. The Minister must report on the framework within a year of the Act coming into force, with ongoing reviews and reports to follow annually thereafter.
