An Act to amend the Canada Labour Code (replacement workers)
This enactment amends the Canada Labour Code to provide that, during a strike or lockout, an employer cannot use the services of any person who performs management functions or who is employed in a confidential capacity in matters related to industrial relations in another workplace to perform the duties of an employee who is in the bargaining unit on strike or locked out.
This bill, if passed, would change the Canada Labour Code to prevent employers from hiring replacement workers who have management or confidential roles in industrial relations at a different workplace during a strike or lockout. Currently, employers can sometimes use these individuals to do the work of striking employees. This bill aims to ensure that striking workers' jobs are not filled by people who are in similar, higher-level roles elsewhere in a company.
